ENTRY RULES OF CIBER@RT – BILBAO 2004: V INTERNATIONAL FESTIVAL OF NEW TECHNOLOGIES, ART AND COMMUNICATION.
 
 
The Fundación Bilbao Arte Fundazioa announces the V International Festival of New Technologies, Art and Communication Ciber@RT Bilbao to be held in Bilbao from 23rd April to 30th April 2004.
The following entry rules hold for the festival.
    
SECTIONS
  You can participate in the festival’s following categories:
1) COMPUTER-GENERATED ANIMATION:
 
INTERNATIONAL PANORAMA
You can submit shorts or feature films made with any medium.
This section gathers works of independent authors or companies.
SCHOOLS AND UNIVERSITIES
You can submit shorts or feature films made with any medium. The works submitted to this section will represent a school or university.
2) “MINIMISATION”
  In this section you can submit small computer-generated animations of a marked artistic or experimental nature. These works have to be created only for the Internet Net (Flash Animations, Director Animations, etc.).
3) NET-ART
  Specific art works for the Net or projects for the Internet community, which are operative, on-line.
This section gathers the works created for being shown and spread through the WWW, which investigate the specificity of the created works for this medium, as well as specific manifestations that emerge in cyberspace.
4) OFF-LINE MULTIMEDIA PIECES
  In this section you can submit digital works of an artistic or experimental nature in any data storage medium.
5) INTERACTIVE INSTALLATIONS
  Installation projects that can work with one or several media and which incorporate various disciplines. They may be made in any medium or digital format. The interactive nature of the work will be considered essential.
 
    
GENERAL CONDITIONS
- Works presented previously at other editions of Ciber@rt will not be admitted.

- Only works produced after the 1st of January 2002 (with the exception of the interactive installations) will be allowed to participate.

- There is no limit of works to be submitted.

- The works may be presented in any language. Should they be selected, if they are produced in a non-official language of Spain, it will be compulsory to include a dialogue list in Spanish of English.

- If requested expressly in the registration form by the company or author, Ciber@RT Bilbao 2004 will take care of the return expenses of the works, once the Festival is over.

- The organisation reserves the right to use fragments of the works for showing them in the media, always provided it is for promotional purposes of the Festival.

- Once the selection process is finished, all participants will be notified in writing about the result and the presentation format of their work.

- The authors will be responsible for the copyright of their works.

- A catalogue of the works will be made in English, Spanish and Euskera (Basque).

- The prize-winning works are committed to handing in a copy to Ciber@RT, which may use them in any show of the award winners it could organise.

- The submission of the work implies the acceptance of these entry rules.
    
ENTRY DEADLINE

The deadline for the reception of works will expire on the
15th of December 2003.

The works should be sent by registered post to:

  Computer-generated Animation, Net-Art, Minimisation and Multimedia Projects :
- Those interested in submitting a work in these sections should send the filled-in entry form which can be downloaded from the site: www.ciberart-bilbao.net

- Together with the form, those interested in participating in the section of computer-generated animation will have to attach a VHS or DVD tape of their work.

- The Net-Art works will have to indicate the URL address on the entry form.

- The Off-line Multimedia will have to indicate on their entry form the data storage medium and will have to send a copy in DVD or a CD Rom to the Festival for viewing them.

- Minimisation pieces will have to indicate the URL.
  Installations :
All works submitted in this category must be accompanied by a dossier that should contain:
- A detailed explanation of the project.
- A financial breakdown.
- Technical requirements.
- Time required for assembly and dismantling.
- Documentation on the project (photographs, video, press clips, if it has been shown previously).
    
Selection and jury
- A committee of the organisation will select the submitted works.

- In each section a jury composed of experts will select those works that will    receive an honorary mention.

- The jury’s decision cannot be appealed.
    
Selected works
They must include:

- A brief description of the work (synopsis).
- Technical specifications.
- Technical requirements for its projection or installation.
- Two colour photographs for each work submitted.
- A brief CV of the author or represented institution.
- A dialogue list in English or Spanish.
- The authors of the selected works will be notified of the format in which they     should submit their works for showing them.
- The Animation works will have to be at the beginning of a tape, which will only    include that work.
- All works must include on the cover: the title of the work, the mail address and    the data of the author or represented institution.
- The organisation will not be held responsible for the works, should the mail    address be wrong.
